
The terms describe different layers
A private cloud is an infrastructure environment dedicated to one organization or controlled group. Self-hosted collaboration describes an application operating model in which the organization runs the workspace itself or delegates operation to a chosen provider. A self-hosted application may run on private cloud, on-premise hardware or another controlled environment.
Private cloud does not define the application dependency model
An organization can use private infrastructure while an application still relies on an external identity, licensing or control-plane service. Conversely, a self-hosted application can run on rented infrastructure while the organization controls the application, data and administration. The exact dependencies matter more than the label.

Choose according to the requirement
If physical infrastructure control is essential, on-premise or dedicated private-cloud options may dominate. If the priority is control of collaboration data and administration, the application model may matter more. Many organizations need a combination.
